In June 2025, MEOPAR and the Carbon to Sea Initiative announced a new memorandum of understanding to jointly fund initiatives to advance ocean-based carbon dioxide removal (oCDR) research and development in Canada. This partnership results in the joint investment of $4 million CAD to support innovative oCDR and Ocean Alkalinity Enhancement (OAE) research, development, and demonstration projects across Canada — beginning with projects based in Nova Scotia. Together, MEOPAR and Carbon to Sea will fund critical, science-based research that addresses urgent, key questions around oCDR — including its long-term viability, environmental safety, and cost-effectiveness.
What You’ll Do
Reporting to the Director of Funding Programs and Delivery, the Program Manager – Marine Carbon Dioxide Removal (mCDR) Research is responsible for program evaluation, selection, and management of their respectively assigned programs to ensure their success. While each Program Manager is responsible for their individual programs, you will work with external partners which primarily include the Carbon to Sea Initiative to support the delivery and implementation of project needs. With a broad portfolio of research, community, and knowledge management initiatives, as Program Manager, you will also play a critical role in bridging organizations and actions necessary between MEOPAR and our project partners. You will work closely with other Program Managers and senior leaders to understand MEOPAR’s vision, as well as the goals and objectives of specific programs and initiatives, translating that understanding into direction and supporting frameworks that ensure desired outcomes are achieved and programs are well managed.
As a Program Manager at MEOPAR, you have a passion for research and take pride in managing these projects from inception to completion. You are a team player with a natural leadership style who utilizes their strong understanding of program development and management to analyze complex research proposals, monitor progress, and ensure that each program delivers measurable outcomes that help the organization maximize its impact.
Responsibilities include but are not limited to:
- Lead assigned Marine Carbon Dioxide Removal (mCDR) research programs, maintain strong relationships with funding partners like the Carbon to Sea Initiative and adapt to evolving program portfolios.
- Drive effective leadership and collaboration, foster teamwork across MEOPAR, partners, and award recipients while keeping senior leaders informed of material program issues.
- Oversee program evaluation and selection, maintain standardized frameworks, ensuring compliance, and approve high-quality proposal documentation in collaboration with partners.
- Manage program delivery from setup to reporting, establish project plans, budgets, and scopes while providing consolidated updates across MEOPAR’s full portfolio.
- Engage stakeholders and ensure compliance, build positive relationships, monitor funded initiatives, and ensure adherence to MEOPAR and funder policies, financial authorities, and internal processes.
What You’ll Bring
- Demonstrated program or project management experience within Canadian research, academic, or government settings.
- Familiarity with Canada’s marine or environmental research landscape, with experience supporting or collaborating with senior researchers or academics.
- Proven ability to think and work at a senior, strategic level, providing leadership and direction across initiatives.
- Exceptional written and verbal communication skills, with the ability to facilitate productive, collaborative discussions and brainstorming sessions.
- Highly organized, with strong attention to detail and the ability to navigate complex processes and requirements effectively.
- Bilingualism (English/French) is an asset.
You will work virtually and generally maintain regular business hours, Monday to Friday, totaling 40 hours per week, including a one-hour daily lunch break. Additional hours outside of normal working hours may be required from time to time. Some travel will be required up to one or two events per quarter.
